I have made this dog with pixel in Psp 7 and with Paintbrush.

I have use these color for outlines:
Body - #C0C0C0
Big Ear - Black
Small ear - #808080
Mouth - #CD1919
Nose and eyes - Black

Color for fill:
Body - White
Big Ear - Black
Small ear - #A8A8A8
Mouth - #E62828
Nose and eyes - Black
Innereyes - White.

Open a image 250 x 165 Transparent.
Zoom up to 4:1 .
Use Paint brush, square size 3

I fill layer 1 whit white, then it's better to see the outlines.
New layer. Make the dog:

The eyelash,innereyes, noseline and line behind mouth use Paintbrush size 2:

SAVE(Ctrl-S)

Now the fill. You can now close layer 1.
Use Magic Wand

Click innside body, hold Shift down and click innside the leg. Now you have all part of body select. Fill with white. Go to Selection / Float and then Effect/3Deffects/Cut Out with these settings:
Vertical & horizontal 1, Opacity 100, blur 8,8 and color #C0C0C0.
Deselect.

Repeat Magic Wand to select all the other parts, and if there are more than one part to select, then hold down Shift when you use Magic Wand.

Select Big ear and fill with black. Float and cut out as body.
Deselect

Select Smal ear and fill with #A8A8A8. Float and cut out as body but color #808080.
Deselect.

Select Mouth, fill with color #E62828. Deselect.

Select Nose and eyes fill with black. Innerbevel Psp's round.
Deselect.

Select Innereye and fill with white. Deselect.

If you want you can make a bow and a hart, then it's a Valentindog:

Delete layer 1.
Resize 80% . Save as tube.
